History and Development

In the middle of 1990s, in the first years of independence of Ukraine, due to cuts in government financing, the creation and updating of maps, execution of topographic surveys and, consequently, aerial surveys were almost stopped – the industry fell into decline. At that time, former specialists of Aerial Survey Squadron "Kiev Joint United Aviation Unit" (one of the five aerial survey enterprises of ex-USSR) which ceased to exist, resumed their professional work in the newly established company – AAC. The latter became the successor of aerial survey industry of Ukraine inheriting only the main – decades of experience and professional skills of the staff that managed not only to preserve and continue the traditions of aerial squadron, but to organize highly efficient production, under the leadership of the legendary USSR specialist Boris Kozlov.

The impetus to the technological development of the company was the Project of the International Bank for Reconstruction and Development "Issue of Official Acts for Title to Land in Rural Area and Land Register System Development" carried out during 2006 and 2012 with one of its goals happened to be precisely the creation of conditions for development of industry-specific Ukrainian companies.

2000 – foundation of AAC.

2009 – AAC mastered production of photogrammetric products.

2010 – AAC mastered execution of geological studies.

2011 – AAC was the first Ukrainian company to win a tender in one of the European countries as the principal contractor.

2012 – AAC mastered production of cartographic materials.

2013 – AAC mastered creation of Geographic Information Systems (GIS).

2014 – AAC mastered execution of Airborne Thermal Imaging.

2018 - AAC mastered the production of TrueOrtho (true orthophotomaps) and 3D models.

2022 р.                – з 24 лютого 2022 року, через повномасштабну агресію рф на територію України, «АРЦ» призупинило свою діяльність. Роботи з виконання аерозйомки за кордоном були передані дочірньої компанії ПрАТ “Авіакомпанія “Колумбус”. До серпня 2022 року, завдяки неймовірним зусиллям колективу та неоціненній допомозі партнерів із Грузії, діяльність «АРЦ» було відновлено.

Major Completed Projects

Turkmenistan

2000- 2006, almost annually AAC has been conducting aerial surveys in Turkmenistan: initially by the order of the State Committee of Turkmenistan for Geodesy, Cartography and Cadastre and later for the Enterprise No.5 of the Ministry of Defense. As a result, aerial photography of Turkmenistan was successfully completed for the area of more than 120 thousand square kilometers.

The works on aerial photography were conducted using An-30 aircraft and "TE" and "TAFA-10" analog camera systems.

Moldova

2006, by the order of Institute of Geodesy, Engineering Surveys and Cadaster "INGEOCAD", AAC conducted aerial photography of Kishinev city at scale of 1:15,000 (230.5 sq.km.)

The Republic of Equatorial Guinea

Creation of the first geodetic network and the first maps

From 2002 to 2007, by the order of the Ministry of Infrastructure of the Republic of Equatorial Guinea, AAC completed: Creation of Geodetic Network of 1st-class; Aerial Photography of continental part of the country (over 26 thousand sq.km.); Production of the first in history of the country topographic maps at scale of 1:50,000 for the whole territory and at scale of 1:2,000 for the 32 populated areas.

Creation of National Meteorological Service Project

From 2010 to 2012, by the order of the government of the Republic of Equatorial Guinea, together with the leading specialist of the State Hydrometeorological Service of Ukraine, AAC prepared a Project for creation of National Meteorological Service of the Republic of Equatorial Guinea.

Creation of cartographic foundation for construction of hydro-electric power station in the jungle

From 2011 to 2012, AAC completed topographic and geodetic works for engineering and construction of Sendje Hydro-electric power station on the Wele river.

In conditions of impenetrable jungle and lack of weather suitable for aerial photography or satellite survey , a combined method of producing topographic maps was used at scale 1:10 000, scale 1:5 000, scale 1:1 000, combining the use of aerial photography and ground-based instrumental measurements .

Performing geological mapping

From 2010 to 2013, by the order of the Ministry of Energy, AAC conducted geological mapping of continental territory of the country at the scale of 1:200,000. AAC also carried out the field research of resource potential (3,810 km of geological routes; 4,603 samples of rocks and ores; 26 quarries), laboratory and analytical studies of samples of rocks and ores, compiling of maps of geological content, colligation of all geological studies conducted in the country since 1947.

Creation of nautical charts

2014 AAC produced vector data of the coast of the Gulf of Guinea for Nautical Charts of the Republic of Equatorial Guinea.

Ukraine

IBRD Project "Issue of State Certificates for Title to Land in Rural Area and Land Register System Development"

The Project commenced in Ukraine in 2006. At that time, none of the Ukrainian companies complied with the qualification requirements of IBRD and could take part in the tender. Foreign winners of the tenders, due to the raw materials of aerial survey being a subject of secrecy, contacted AAC for conducting aerial photography.

Hence, in the period

  • from 2006 to 2009, by the order of Marmanet Organization & Project Management Ltd and Taldor Computers System Ltd (Israel), AAC carried out aerial photography of 9 regions of Ukraine (Kyiv, Chernihiv, Cherkassy, L'viv, Volyn, Zakarpattia, Zhitomir, Rivne, Khmelnytskyi);
  • from 2007 to 2010, by the order of BlomInfo A/S (Denmark), executed aerial photography of 5 regions of Ukraine (Odessa, Vinnitsa, Ivano-Frankivsk, Ternopil, Chernivtsi).

Aerial Photography prior to 2007 were performed on An-30 aircraft and by RC-30 analog camera system.

Since 2007, to replace analog equipment, the use of digital aerial camera systems "Microsoft Vexcel Ultra Cam X" and "Trimble Rollei AIC Pro 65+", airborne laser scanner "Optech ALTM Gemini" were mastered and instead of An-30 aircraft – Beechcraft King Air C-90A was put into operation.

By 2008, thanks to the technical re-equipment of the production and the experience gained, AAC became the only company-resident of Ukraine that met all the requirements of IBRD set out for the contractor under the Project and won the latest public tenders. As a result:

  • from 2009 to 2012, by the order of State Agency of Land Resources of Ukraine (currently State Service of Ukraine on Geodesy, Cartography and Cadastre), AAC completed entire range of works (aerial photography, production of digital terrain model, orthophotos, base map and index-cadastral map) for the territory of the Autonomous Republic of Crimea;
  • from 2010 to 2012, similar works were executed for the territory of another 4 regions of Ukraine: Donetsk, Dnipropetrovsk, Luhansk, Kharkiv.

Passportization of Automobile Roads

From 2006 till 2009, AAC conducted topographic and geodetic surveys for Passportization of automobile roads of Ukraine:

  • from 2006 to 2009, by the order of the State Agency of Automobile Roads of Ukraine in Mykolaiv region – automobile roads of the total length of 456.6 km.;
  • from 2007 to 2009, by the order of the State Agency of Automobile Roads of Ukraine in Kherson region – automobile roads of the total length of 577.5 km.;
  • from 2008 to 2009, by the order of the PJSC " Kievsoyuzdorproekt" – automobile roads Simferopol-Alushta-Yalta of the total length of 378.0 km.

2009, based on acquired experience, in cooperation with leading industry specialist Nikolai Gukov, AAC, developed the industry standard of digital passport of automobile road "СОУ 45.2-00018112-038:2009". According to which the "Program of passportization of automobile roads of state importance of Ukraine” was developed.

Creation of Aeronautical Information (ANI)

From 2012 to 2015, AAC created an electronic terrain (approx. 599 thousand sq.km.) and obstacles (577 manmade obstacles with height of over 100m) database for the ICAO Region 1 of the Ukrainian territory necessary for the latter to comply with the recommendations of ICAO to shift over to digital technologies for automatic management of aeronautical information.

From 2012 to 2021, AAC conducted topographic and geodetic surveys for certification of 9th aerodromes of Ukraine: “Boryspil”, “Kharkiv”, “Lviv”, “Dnepr”, “Odesa”, “Uzhhorod”, “Vinnytsia”, “Bila Tserkva”, “Chernivtsi”.

Airborne Thermal Imaging

From 2014 to 2015, during the heating season, by the order of PJSC "Kyivenergo", AAC conducted airborne thermal imaging (ATI) for the part of Kyiv city (367 sq.km.) in order to remote analyze the conditions of heat networks and improve its georeferenced locations. Furthermore, the specialists of PJSC "Kyivenergo" confirmed more than 70% of the cases remotely identified as emergency areas.

Such works were the first of its kind in Ukraine. During its execution, Mi-2 helicopter and Airborne Thermal Imager "TABI-1800" (ITRES, Canada) were used.

Creation of Geographic Information System (GIS)

Since 2012, AAC began to create Geographic Information Systems which allowed the clients to conveniently make use and organize geospatial information received from AAC and other sources.

Updating the cartographic basis of cities for land management and urban planning by the local governments’ orders.

  • from 2012 to 2021 , by the order of the largest cities: Kyiv , Kharkiv , Odesa , Lviv, Dnepr , Chernivtsi , Uzhhorod, Poltava, Sumy , Rivne , etc. –aerial photographing was completed with a resolution of 5 - 15 cm/ pixel , DEM, orthophoto and Trueortho were created, topographical plans were produced at scale 1:2000 and 3D models.

Updating the cartographic basis of the territory of Ukraine

  • since 2017 , within the framework of the state programs to create full plans for the development of territories of territorial communities, such as Mariupol territorial community, Lviv territorial community, etc. AAC produced topographical maps at scale 1:10 000 for total area of 195 km.sq., and topographic plans at scale1:2000 for a total area of 54 km.sq.;
  • 2021, with the technical assistance from Norwegian Mapping Authority topographical maps at scale 1:50000 were performed for part of territories of Ukraine (99 nomenclature tablets).

Definition of locations of power lines and other electric power infrastructure.

  • from 2017 to 2019, by order of power grid management companies, AAC completed an inventory and determined coordinates of energy infrastructure facilities in several regions of Ukraine.

Volunteer assistance in repulse russian aggression against Ukraine

In 2014 and 2022, AAC provided local government authorities, special services units, the Armed Forces of Ukraine, the Territorial defense units, border troops, companies developing modern weapons with the required maps and other geospatial data

  • 2014 the current orthophotomaps of the territory of Donetsk, Luhansk, Dnipropetrovsk, Kharkiv regions, the Autonomous Republic of Crimea and other territories along the state borders were provided;
  • from 2014 to 2022 topographical data was provided to the company that developed "GIS Arta", designed to improve the accuracy of artillery shooting of different types of troops ;
  • in 2022 a project was prepared and relevant funding was found to provide the Armed Forces of Ukraine with topographic maps at scale 1: 50,000;
  • since February, 24 - the beginning of full-scale russian invasion into the territory of Ukraine - until May 2022 , almost all AAC employees, regardless of location and conditions , using all available means and methods provided defense units with a variety of topographical data.

Lithuania

The accumulated experience from carried out works and the equipment being used allowed, by 2011, begin participating in tenders held by government agencies of the European Union and compete with leading European companies.

In 2011, AAC won a tender held by the National Land Service under the Ministry of Agriculture of the Republic of Lithuania:

  • from 2012 to 2013, AAC completed aerial photography and creation of orthophotos for the whole territory of the Republic of Lithuania with resolution of 30 cm/pixel.

Is particularly noteworthy that in the history of executing similar works on the territory of this country, the aerial photography of the territory bordering with russian federation was conducted for the first time by virtue of obtaining the exclusive permit by AAC from the Government of russian federation.

  • from 2018 to 2020, such works as aerial photography and the creation of orthophotomaps for the entire territory of Lithuania (65.3 thousand sq.km.) with a resolution of 25 cm/ pixel were performed.
  • in 2019 there was developed a technology for creation of simplified orthophoto maps for the National Land Service of Lithuania, which allowed the customer promptly (within 1-2 weeks) obtain orthophoto after performing aerial photography.

Hungary

AAC began to work on the territory of Hungary as a contractor of Hungarian company "EUROSENSE Belfotop NV":

  • in 2008, within the framework of the State Program for updating cartographic materials of the territory of the country, AAC conducted aerial photography of 22.8 thousand sq.km (24.5% of country’s territory), mainly of its mountainous areas where local Aerial Surveyors were ineffective;
  • in 2015, AAC completed aerial photography of 49.8 thousand sq. km. (53.5% of the country's territory).
  • in 2022, aerial photography of 39.3 thousand sq. km was completed (42.3% of the country's territory);
  • in 2023, aerial photography of 82.5 thousand sq. km was completed (88.7% of the country's territory)

Aerial photography was performed with a resolution of 36 cm/ pixel.

Romania

Efficient and qualitative performance of works of AAC allowed to continue cooperation with EUROSENSE Belfotop NV, this time in Romania:

  • in 2009, within the framework of the State Program on the inventory of agricultural fund lands, AAC conducted aerial photography of 47.7 thousand sq.km. (20% of the territory of Romania).

Bulgaria

On the territory of this country, the work was carried out as a contractor of the Hungarian company EUROSENSE Belfotop NV :

  • in 2022, aerial photography of 9.6 thousand sq. km (8.6 % of the country's territory) was conducted;
  • in 2023, aerial photography of 13.8 thousand sq. km (12.4 % of the country 's territory) was conducted .

Aerial photography was performed with a resolution of 36 cm/ pixel.

Armenia

Within the framework of the "Tools for sustainable land management Armenia 2012-2015" Project of the Norwegian Mapping Authority pursuant to the concept of creation of the National Spatial Data Infrastructure (NSDI) and the directive of the European Union "Inspire":

  • from 2014 to 2015, by the order of the Norwegian Mapping Authority and the State Committee of Real Property Cadaster of Armenia, AAC completed works on the digital orthophotomaps for selected areas of the country (urban areas with 10 cm/pixel resolution – 294 sq.km.; rural areas with 20 cm/pixel resolution – 13.5 thousand sq.km.).

Georgia

Within the framework of the "Maps for Sustainable Land Management: Georgia Orthophoto" Project of the Norwegian Mapping Authority:

  • since 2015, by the order of the Norwegian Mapping Authority and the National Agency of Public Registry under the Ministry of Justice of Georgia, AAC is carrying out works on digital orthophotomaps for selected areas of Georgia" (40 thousand sq.km.) with resolution of 20 cm/pixel.
  • in 2015, AAC completed work on the production of geodata (aerial photography, digital orthophotomaps - 200 sq. km; and linear maps - 50 sq. km) with a resolution of 10 cm/pixel. of the part of the territory of Georgia that was flooded as a result of the Vera River overflowing its banks.
  • in 2016, “AAC”, by order of the Norwegian Mapping Authority, developed the “Manual for operators on the production of linear maps" for purposes of the National Agency of Public Registry of the Ministry of Justice of Georgia.
  • in 2017, by the order of the design company and JSC State Electrical System of Georgia, AAC performed aerial photography and laser scanning in order to obtain data for the design of power transmission lines in high mountainous areas.
  • in 2017, by the order of MGGP SA (Poland), aviation laser scanning of the territories of Aragvi River (area of 236 sq. km) was performed with a density of 2 point/sq.mfor the purpose of Polish Center for International Aid.
  • from 2022 to 2023, by the order of the National Public Register Agency of the Ministry of Justice of Georgia, linear maps of standard “A” (Scale 1:2000) and standard “B” (Scale1:10000) were created for an area of about 9000 sq.km.
  • 2022-2023 , by the order of the National Agency for Public registry of thr Ministry of Justice of Georgia, together with MGGP Aero, AAC completed work on aerial photography and creation orthophotomaps of more than 20 thousand sq.km. (approx. 28.7% of the country’s territory), with a resolution of 20 cm/pixel .

Czech Republic

In cooperation with the Romanian and Czech companies by the order of the State Service for Geodesy and Cadastre:

  • in 2018 AAC completed aerial photography and produced oriented (linked to thecoordinate system) photographs of 14.74 thousand. sq.km. (appox. 18% of the country’s territory) with a resolution of 15 cm/pixel.

Kazakhstan

  • in 2016, a survey of an area of about 76.00 thousand sq. km was completed in 3 weeks, with only 13 shooting days available during a calendar period when usually there is no shooting weather.
